My car stays running after i take the key out

When i turn my key to the off position and take key
out of ignition the car stays running for about
30seconds to a min then kind of stalls out. Also
when i hit by blinker it makes the radio skip for a
second almost like a cd. Most recently i went in a
store when i cane out and tried to start my car it
would not start even with a jump so i had it towed
home when i woke up this a.m and tried to start it,  
it started

Faulty ignition circuit or frayed wiring in the column. Unfortunately it requires a hands-on inspection to see what the problem is.
