Knocking sound on both sides of the front end

I have this annoying knocking sound coming from both sides of the front end. I replaced
both the struts and strut mounts and the sound is still there. The sway bar and end links
are nice and tight so it's not that either. The tie rods on both sides are messed up but the
sound is not from turning the wheel, only when going over bumps. Is it the tie rods?

Believe it or not its the cowl on top of the engine. Remove it and it will go away. I put some washers on top of the mounting points to take up the slack and put it back on. No noise
