2012 focus ac not pumping cold air

Car is not getting signal to activate clutch.  
I jumped relay to run clutch but ac still
blows ambient.  I noticed the rad fan not
coming on when ac turned on.  Checked
relays and they engage when battery is
applied.  Low pressure side at 40psi.  Not
sure if ac problem is causing fan problem
or other way around.  All stopped after car
sat while away a week.

Damper controls may be stuck in heat mode. High side (red gauge) is also helpful. Sytem could be low in charge or or the expansion valve might stuck. Compressor might look good for 40 lbs, but actually not pulling a vacuum and stuck there . Gauges available at harbor freight.

Thanks. The more I read the more I think I will be best served by a qualified tech. I was hoping for a simple part relay or switch to replace.
