Why do i keep burning out blower motor resistors?

replaced blower motor resistor twice....keeps burning out the lower fan
speeds; yet works on high heat & AC....thermal fuse issue? ...any feedback
will be much appreciated....Clayton in Calgary

Excessive current flow, maybe a short to ground between resistor pack and blower motor itself.
