Metal plate beneath motor

There is a metal plate beneath engine that had detached and hanging on one
corner.  At Ford they "patched" it up 2 times and said needs
replacement...what is this part and could you attach it up some other way..

I suspect it is held up with bolts. So why does it keep getting loose? If threads are stripped out, drill the hole out and tap it. Then use the appropriate bolt size to tighten it.
