1991 Cadillac Deville - Fans come on every key turn, even with engine off

Is this normal? Radiator/Cooling fans kick on/stay on with key turn. Even with
engine off and key turn just enough for aux power, the fans run.

Check your fan relay, fan controller/engine coolant temp sensor, most likely one of the electronic controls for the fan assembly is bad and the fan is running all the time by default to prevent overheating.
