If your saying, the starter won't crank the engine? Make sure battery has a full charge and battery connections all good. The starter motor has two voltage circuits, one comes from the battery, hot all the time. The other circuit goes hot with key in the start position. The starter motor is usually grounded through the engine block. Any testing, make sure tranny is in park or neutral and parking brake is set. If it cranks good but won't start, have helper crank it while you check for spark at the plugs. Check proper fuel pressure and fuel injector pulse. As far as your instrument cluster, have to check voltage and ground circuits. In the diagram are fuses for instrument cluster. Not only check the fuses, use a test light and check voltage on fuse circuit. As you can see, one fuse is hot all the time, the other two goes hot with key on. Check the grounds, also. The primary color for ground wires is black.
