Wat is hose tht is at top of the overflow by cap? Does it attach to anything?

Probably over flow hose. They just aim at the ground not hooked to anything. It's there in case the overflow overflows.

It runs to the tank mounted on the inner fender and moves fluid from the cooling system when the pressure in the system gets above about 15PSI (or whatever your cap is rated at). One end fits on the throat of the radiator cap fitting and the other fits onto a cap on the overflow tank. The tank should always have coolant in it and the level should be between the markings on the side of the tank. The level in the tank will go up and down based on the engine temp.
