2011 Buick Enclave windshield wiper and washer not working

Both the front wipers and washer (fluid) not working. It is on my turn signal and both sides of the turn signals work as well as the brights. We looked at the fuses in both the engine compartment and glove box and they are good. We replaced the motor and that also did not fix the problem. What else could be the problem?
