Major RPM fluctuation

I have a 2011 Chevy Malibu and every time
we start the car the RPM flucates between
900 and 1500 it lasts for 1.5 mins and its
beginning to affect drivability. I have heard
that it could be IAC but 3 different
mechanics have told me it's doesn't have
IAC and now I was told it could be TPS
(throttle position sensor) there is no check
engine light on so its hard to diagnose. Any
thoughts?

any chance you have sprayed the mass air flow sensor down with the proper cleaning fluid? that may clear it up for you
