Regarding Cadillac Deville

The driver side and passenger windows don't work
neither does the lighter

Have you checked the fuses yet? With both windows inop and the lighter it sounds like it is possibly coming from the fuse box and you have a blown fuse. I would start there before diving into electrical causes.
