What is the diffrence between a hydraulic & a mechanical pulley?

I need to replace my upper idler pulley and lower tensioner I have a little squeaking going on after I start my car, and I was wondering how would I know if its a hydraulic or mechanical tensioner?

Ok I had to twist it with a rachet wrench and socket is that a hydraulic or mechanical? I need to replace them there squeaking.
