Losing braking

I have a 2006 cts.  When I turn the wheel and attempt to slow down I hear a click, click, click and loose braking.  This seems to happen at low speeds when I pull into a parking space with the stearing wheel turned.  It also happens when I pull up and attempt to stop when backing into parking spaces. (The steering wheel is turned at a slight angle)
It does not happen everytime, just sometimes.

Any idea what is causing this?  I hit a fence today because I was unable to stop.

is the brake fluid level low has it had the brake pads changed since you bought it
