Dealer did all tires, struts and springs,
sway bar and bushings, rack and
pinion, rebuilt steering column, and
alignment every time?

The only thing left to do is lower the tire pressures a little. Check inside the driver's door for tire pressure info printed on the column. They might be overinflated. Other than that you may have to drive a little slower or travel better roads if there are any.
