conditioning compressor they
won't allow the AC to blow max
cold air when it's very cold outside

That's correct. The low pressure sensor switch electrically disables the A/C compressor clutch when there is a low pressure condition detected. This happens during low "Freon" (134a) charge or very low temperatures. Don't try to fix it. It's not broken.
