I have lines on my car that look like scratches - but come off when rubbed. The lines have a plastic quality that becomes like filament or hairs and peel off. What is this?

The paint finish on my car looks fine.  When I wash the car it looks great - and then a day
or so later noticeable lines - particularly along the passenger side - appear along the
length of the car.  People have often pointed out these "scratches" - but when I rub them,
the lines ball up or become like fine fibers that I can then pull and peel off.  The dealership
thinks I have run into something - but it is something in the paint finish.  Ideas?

Take it to a detailer or wash it and wax it yourself, it may keep that stuff from building up on the paint.
