Will turn over, new battery and still won’t start

If you put in a new battery did you disarm the security system before attempting a restart? When the vehicle looses main power the security system goes full active. I am also assuming that you didn’t use a memory saver tool at the time so may have damaged the BCM, when you do get it started if some of the accessories don’t work or don’t work right then that is what happened, so then you will need a shop that has access to flash programs for you vehicle or the expensive dealership.

There are a hundred reasons why an engine won't start. Start by reading OBD codes then do diagnostics to find the problem. On a thirteen year old Jeep it could be LOTS of things, they really are miserable when they get old.
