Might be a condensor problem, restricted flow or bent fins, it works when the vehicle is moving and more air can pass through it, but when the vehicle is stopped and no air is passing through it, its efficiency drops greatly. I'd take it to an AC shop that can do a proper diagnosis and high/low pressure readings before anything else.
