Which is better: power steering fluid flush, or drain and fill? What is cost, for
each?

It depends on how old it is, but I usually complete one to three drains to make the fluid nice and new. A flush will take care of it in one shot, but you will removing hoses to do so and risk running the pump dry and introducing more air. Call around for some costs. Depending on your power steering reservoir you can use a turkey baster or a clean old hand soap container plastic pump to pump the old fluid out of the reservoir and add new. Drive the car and do it again till the fluid in the reservoir looks clean. Hope this helps.
