warm air out of vent

For my Honda Civic 2010, the air out of the air vent is warm compare to the air outside.  
Even when I have the temperature knot to the cool side, the air out of the vent is warm
compare to the outside.  The A/C and heater work in the car.  What may be causing
this to happen? Is the heat valve bad?
