Noise in the morning

My car make a loud noise when i start in the
morning, change the belt and its still the same. The
mechanic sais the sound is normal due to the chain
belt and the noise will not go away.
Please help, i cant stand this noise , and everytime
i hear the noise it makes me worried tht somethjnv
is wring with my car

is it a metallic rattle noise? how many miles? is it a California emission car?
