2010 Subaru Forester. The AC works intermittently. If the car has been sitting in the sun and the interior gets very warm the AC will blow but no cooling. The car has been looked at 4 times and the last involved $1700 for a new compressor and other related parts. I still have the same peculiar problem.

Sounds low on refrigerant. And it sounds like you need to find someone who knows what they are doing or at least get another opinion.

What is the temperature outside when you go to use the AC?

The outside temp was 65 but the inside was 83. I drove around for 15 minutes with the AC on but it blew hot air.

Ok, I know some AC in some cars will not work at 60° or below when the outside temperature is around that. But not sure on yours. Check to see on your recites if you had the AC Ambient Air Temperature Sensor replaced. That is about all I can think of.
