Tail lights not working

Tail lights and break lights do not work and I've
replaced the bulbs. My blinkers work in the back.
Could this just be a fuse problem?

If it is a fuse problem... there is more to it because something is causing the fuses to blow. Best bet is to diag with a multimeter and see on the wiring diagram if there is a single wire somewhere that could be the issue.
