Hollow humming sound

There is a hollow humming sound that starts at 20 mph
and gets louder the faster you go, I replaced the front
rotors, because  on the old rotors the were grooved n
rusted on the inside only , the noise Is still there, has any
one had this issue????

If sound from one side only might be the hub. Does it quiet up when you apply the brakes?
