Take the car's out-of-state emissions test results to a CA testing station and get an opinion/interpretation of the results. If the car is coming from an area that does NOT do or require emissions testing, you are taking a blind chance it will pass the CA test. It may or it may not, your call on whether to buy it or not, and the possible finacial costs if it fails CA emissions requirements.

You live in Cali, you play by Cali's rules- don't try to get around them- you risk getting burned- just buy a California car- with recent tests-

Call the DMV , they will be able to direct you, the above answers are good advice too.
