Loose steering wheel problem

My steering wheel wiggles back and forth. My uncle tore
apart the steering column, and he broke a lot of stuff. He
told me there is a missing part that needs to be replaced
but he wont elaborate much. Said it was coned shape I
believe. I can also pull steering wheel up and push down.
Was wondering if anybody knew what the problem may be
since he wont give me a better explanation. Bolt is
tightened holding it to the column as well.
