2010 Scion XB AC blower works intermittenly on speeds 1-4, sometimes surges faster and slowe, sometimes doesn't work at all for about 10 minutesr?

This is a very common problem. It is your Blower motor resistor. There is a great You Tube video that shows you where the part is and how to take it out. Part cost about $20.
