2010 Chevy Cobalt -Starter won't stop engaging after I turn key

When I try to crank my car (after it has sat for a couple of hours) you can hear
the starter kick in but it won't let go.  Then it just stops, I turn the key again
and it starts fine.
Shop has tested battery, alternator, and put a rebuilt starter in and it still does
the same thing but only after the car has sat for a couple of hours.

I would say somehow power threw the small wire to the starter would still be energized for this to happen. One thing that it could be is the ignition relay in the fuse box. It may be sticking to allow power to keep going threw the circuit. Another component to check would be the ignition switch.
