having issues w steering

while turning wheel sometimes it seems to want to stick and turn hard when turning both ways, fluid is full, belts tension is a bit loose but in good shape. any ideas?

Sound like it needs a serpentine belt, and a new belt tensioner. The belt should not be loose.

If steering pump belt tension and pressure is good, you have an issue with the rack & pinion unit
