I,m having a poor mileage 13.5 average, more in city than in highway?

I am having a very poor gas
mileage13.5 mpg. On highway it goes
down the average and in the city it go
Up the average.Air filter, tires pressure
and spark plugs , all sensors and
catalityc also change. What is the
cause? I don't have any code.

1 can of Seafoam in the gas tank at full. Super clean those valves and injectors! Oh 2 dollars cheaper at Dollar General VS Walmart...jussayin
