What to consider first?

Have a 2009 Chrysler Sebring, 2.4, and recently started getting an issue with
the wipers. Periodically they jump around when turned on or turned to
intermittent. Usually lasts a couple minutes then clears up and works fine. New
wiper blades installed.

It is more then likely the wiper switch located in your steering wheel that will need to be replaced...
