Why is this on my ecm/throt fuse

I have had multiple problems since getting
my truck from a Chevy shop. Headlights
burning out like there is a hot wire or short ,
issues with my 4 wheel drive and abnormal
general electrical issues. Can someone tell
me why this wire is connected to this fuse. It
looks like it is stopping the fuse from being
connected. The wire goes into the truck
under the steering wheel.

Is this for diagnostic use? But why is it preventing my fuse from being in place?
