2009 Kia Borrego...key won't turn and steering wheel won't turn.

I put the key in the ignition and it won't turn, the steering wheel won't turn either.
This happens once in awhile. What is causing this?

The steering wheel is locking, which is normal if you turn the wheel a certain distance when the car is off. You must be moving it enough while getting in and out of the car. To unlock, once you put the key in the ignition, you rock the steering wheel side to side while turning the key.
