2009 Mazda 6 No Crank

My 2009 Mazda 6 will not crank or turn over. It is a push to start, but even
when they key is inserted into the ignition and the start button is pressed,
nothing happens. ( I also tried the spare key and replaced the key fob
batteries) The dashboard lights up and a red key with an exclamation point
shows up along with a car with a lock on it. I check the fuses for the starter
and ignition and replaced the started relay with the horn relay to make sure it
wasn't that and still won't crank. I measured the voltage across the battery and
it was 12.16 V. I dont know what else could be the issue.
