2009 Ford Focus SE 2.0L Spark plug torque

What is the torque used for spark plugs on a 2009 Ford Focus SE 2.0L?
The owners manual lists the gap but not a torque.
I have searched for a week and found nothing for this specific year.
People at the auto store tell me I should not use a torque wrench.
People online go back and forth on the torque wrench.
I wanted to use the torque wrench so I do not over tighten.
This will be my first time changing the spark plugs.

If you can get a torque wrench in straight on all the plugs, coat the threads with anti-seize then torque to 13 ft/lbs.
