i have a ford focus that the entire electrical system has failed

I disconnected the battery,observed it charging,walked away to let it charge. I
returned only to find that the battery cables returned to their rest position near
the terminals and shorted out on the charger clamps. Now the car has no
power available at all. I checked the fuses in the engine compartment that
would release from the block some will not release and gave up trying to
access the fuses in the passenger compartment, they are quite difficult to
access. Can someone narrow  down the possibilities to a solution to this
problem?

Burned out a fusible link would be my guess. In the future when you remve the battery cables from the terminal cover the terminals with something, like an old spraycan cap. That will prevent the cables from flopping back into place and doing just what they did to you.
