Yes and no. The factory wasn't consistent with locking lugs. I got a set when I bought my 2010 R/T Classic, but I know others that did not. The locks were no on my sticker and not listed anywhere on the spec sheet. The lug nuts that were removed for the locks were found in the trunk in the MOPAR packaging with the key.
I bought 09 Challenger R/T . I noticed it has Lug Locks . I need to get a Lug Key .
