see if you can run Carfax and get information as to what the mileage was when service was performed when new. follow the chain of entries and if there is a descripancy, it will possibly show up. Dealership visits for maintenance goes on the Carfax with the actual mileage. Hopefully this will tell you what your concerns are.

You could also try your state's DMV to see what their records show if the car has changed hands previously.

You might also consider performing a CLOSE INSPECTION of the Dash. See if there are any marks or gouges at the seams where plastic pieces have been removed.

Have the seller get it for you so he pays the fee. All that is needed is the VIN.
