New battery and terminals, starter was tested and works fine, but car will not start.

The headlights and tail lights do not work nor does the radio.  The only thing that turns on when the ignition switch is turned to the "on" position are the dash lights.  I have tried starting the car in neutral and then again in park still nothing.  I used a multimeter to make sure that there is power to the starter and solenoid and there is.  I also checked all the fuses in the car to see if that was the problem and they all checked out.  Not sure what else to look at.

Usually when you have multiple component failure it's due to a bad BCM or Body Control Module. If you go to Arabian Auto Parts.com you can type in all your info and a pic of the part will show up. Not sure of the price for a new one. You need the vehicle VIN.

I assume the issue with this vehicle is a no crank condition. Was this the original condition and concern? Look at the original key for this vehicle. Does the head of the key look like it has a black or grey covering on it? If it does...you may have a theft deterrent problem. Try the extra key. I would also check to see if there are any codes stored in the ECU/BCM. This requires a scan tool. Keep in mind there are several places where relays and fuses could be located. Under hood...left side kick pad....right side kick pad. Do you have access to a wiring diagram for this vehicle? Good Luck
