misfire

cylinder 4 compression is 70
All other cylinders between 90-95
The car misfiring after head gasket job
Timing chain kit  has been replaced

All those numbers are much too low. Sounds like you have a worn out engine but it is possible the timing chain was installed incorrectly and is off a tooth or two. It is also possible the head gasket job was not done correctly. Was this done at a professional shop or is it a shade tree mechanic job?
