I bought a new battery and I had the starter tested, both are good. I'm not sure where to
go from here

Ignition switch or starter relay? Have you tested to make sure 12vdc is getting to the starter?

have tried ignition switch, starter relay, not sure where the neutral safety switch is, tried all the relays - went direct from battery to ignition switch on solenoid turns over but does not start. still nothing when I energize ignition.
