I have a 2008 charger with the same delay issues. Now it won't start at all, radio isn't working now and my air conditioning now has a delay. Would that starter relay be the cause. Thanks

It sounds like the starter relay, it is located under the hood. go to your local dodge or parts store The part# is 05269988AA The cost was $15.75 plus tax it was $16.86. Check the rest of the relays and fuses while your in the fuse box just in case as well. The credit for this goes to Supanovah who had solved the problem on his own. cheers
