Engine Does Not Turn Over

2008 Toyota Rav4 does not start or turn over, battery woks.The lights and radio
come on, alarm system works. Starter problem?

I used another car to try and do a jump start, but no good. Nothing happens, engine does not even make a noise, there is no grind from the starter. So maybe dead starter??
