My 2008 Toyota prius is only getting 28 miles per gallon in the city. Seems low. could something be wrong?

Something is wrong. That's about half what you should be getting from that hybrid. http://www.edmunds.com/toyota/prius/2008/?style=100920099#specs-pod-anchor says 45 city. if you are driving the car hard and making hard stops and fast starts you will eat up your gas mileage. If you are making short runs of less than 10 minutes at a time and the car is cold it takes more gas. If it is raining that also hurts the mileage. I have 2 Priuses (08 & 13) and they both do well. I am taking it easy when I go places just to play with the mpgs and on my last 3 full tanks (500 + miles each) I am getting 60 mpgs. That's mostly driving under 45 and not starting and stopping a lot
