Will a toyota prius with low tire pressure lock up the steerting

It shouldn't. It may illuminate a light on your dash if you have a low tire.

Up here in the Northern region of NY State. We solved that problem by over-inflating by 2lbs in each tire to counteract cold contraction problems thus eliminating the message flashing on the panel in front of you.
