If you have dual climate control, there will be two actuator,s and blend door,s,which ever side is not turning over, will be the issue. This i only based on if it is dual control, driver ,passenger.

Which ever side, that doe,s not turn over, there is a flap door, from left to right in the duct system,it may be stuck, and may need to have it checked by a pro,it will consist of tearing in to the blower box system. It is the door that let,s fresh air in from outside of car.
