i changed my water pump and timing belt , why wont it start?

i changed my water pump and timing belt and followed the timing directions ( I
thought) but now the car will turn over but not start and when i stop trying to
start it, it makes a sort of vacuume noise or something ..

Check for proper spark , fuel pressure injector pulse , Something may have done bad by pure coincidence

Sounds like your one or two teeth off on the timing of the cam. Recheck your work before you damage something and wind up costing a bunch of money.
