had the identical problem with an 05 jeep liberty, i pulled the parking brake several times, and got up inside with WD40 and soaked it, i finally pried it off with a big screwdriver...my next step was to put the tires back on, lower it down, pull the parking brake and give it some gas to maybe free it up....it's just a tedious process....what most likely happened is your brake pad on the parking brake drum is fairly chewed up/ corroded that it's holding the rotor drum on the brake assmbly.

I also need to know how or where you adjust th brake shoe. I assume there is a adjusting screw to loosen the tension. Also woth 08 aspen. The answer above about soaking it is not very helpful at all (sorry). I want to do it the correct way, i just am not sure where they hid the adjusting screw to release the tension. Thanks for anyones help!
