If a minor accident is reported on a report , would that mean it was enough so that it was into and reported by an insurance company wouldnt it?

Not necessarily. In Virginia, some body shops can report repairs to a car by VIN. So if you took your car to a shop and paid for the repairs, it still may be reported on a Carfax report.

Minor repairs (California) are not reported by repair companies. It is up to the insurance company to report it, generally if the damage was jojoba or junked. Then car fax would pick it up. Reporting a crash to the DMV does not generate any tracking either, unless it was a total or flood totaled vehicle. Then it is picked up. This is for consumer protection so you will not get a good deal on a car with dead fish under the seats.
