Both power outlets will not work

ok I checked and they both use two different fuses and two different grounds I would start with the fuses #16 is for the instrument panel outlet and fuse #11 is for the consul outlet.....//also it shows lights in the cup holders in the consul and they share the same ground ...if they work then your ground is good
